D- I note that a choice can get an accumulated majority by having truncated 
(short) votes (and avoid electing a later choice if simple Approval Voting 
was being used).

Such is the reason for accumulating the early YES position votes to get 
choices with one or more majorities (after removing NO majority choices) 
(i.e. not to penalize voters who rank more choices than necessary to get such 
majorities).
