[EM] Tiebreaker types

The various tiebreakers for the infamous circular tie in a single winner case 
can be classified into various types.  Some of the possibilities--

Removal of choices
    One at a time
    Two or more at a time

based on
number of YES (NO) votes
number of first (last) choice votes (i.e. votes in rows)
number of first (last) choice plus later (earlier) choice votes (i.e. votes 
in rank order columns)
worst head to head defeats

Nonremoval of choices (such as in simple Approval voting)

I note that in real politics land (i.e. public elections), a tiebreaker must 
be rather simple (even if it can produce strategy machinations).
