[EM] DCD is BCM

I don't know if this has been mentioned yet, but off-list
discussion has agreed that the method that I've called "DCD"
is equivalent to IBCM. So that method could be called by either
name, and defined either way.

That method produces a winner that usually pairwise-beats the
winners by other Condorcet versions.
