[EM] EM FAQ/Dictionary

Since many postings generate what- does- this- mean critical somewhat mind 
boggling comments (and counter comments), I suggest that the long missing EM 
FAQ with a lengthy dictionary of election method words and phrases (even 
having those words and phrases never used by ordinary voters on Mother Earth) 
be worked on (so that at least everyone is writing their postings using the 
same EM dictionary).

The FAQ and dictionary should be available on a website for would be 
subscribers BEFORE they subscribe to the EM list (to lessen reinventing the 
wheel type comments and questions).

Hopefully then the well known saying regarding economists will not happen to 
this list -If all economists were laid down head to foot, no (economic) 
conclusions could be reached.
