[EM] Upper/Middle/Lower choices

In addition to the YES/NO test of choices that I have suggested there is the 
matter of the relative location of votes for use as a tiebreaker.

For any 2 choices (among N choices) there might be-

    Upper       Middle (M)       Lower

N Even 

1    A      B      M
2         A         M    B
3                    M       A   B
                  

N Odd

4        A  B      M
5        A         BM
6    A              M    B
7                    AM       B
8                    M    A       B

Any choice will or will not get a majority of the total votes in the Upper 
half.
