[EM] Top N per district P.R. Method

In view of the now infamous 2000 Florida President Election Mess (all sorts 
of screwed up votes) --- a simple proportional representation method for 
legislative bodies (pending having electronic voting in ALL precincts (with 
100 percent security)).

Elect N (2 or more, preferably at least 5) members in each legislative body 
district (or T total members)

Districts can have some long term stability (based on larger political 
subdivisions-- one or more counties, cities, townships, etc. -- and/or major 
natural features-- major highways, rivers, etc.)

1. Not later than X days before the Election day each candidate shall file a 
rank order list of the other candidates in his/her district (option- in some 
or all districts) for purposes of step 4.  Such lists shall be made public 
immediately.

2. Each Elector may vote for 1 candidate.

3. The N candidates receiving the highest number of votes in each district 
shall be elected.

OR

The T candidates receiving the highest number of votes in in all districts s
hall be elected.   [This should require that all districts contain roughly 
the same number of voters so that at least 2 members are elected in each 
district].

Variant (adding some complexity)- The H candidates receiving the highest 
number of votes in each district shall be elected.  The T minus (the number 
of districts times H) candidates receiving the highest number of votes in all 
districts shall also be elected.

(Example- Total members = 100, 20 districts, H = 3 (highest in each district)

100 - (20 x 3) = 40 other highest in all districts)

4. The votes for each losing candidate shall be transferred to the elected 
member highest on the losing candidate's rank order list.

5. Each member shall have a voting power in the legislative body equal to the 
number of direct and transferred votes that he/she receives.

Math utopia may have to wait to another day (for such electronic voting and 
head to head math education) (and in view of the not exactly 200 plus 
political I.Q.'s of lots of folks).

simple tiebreaker.
