D- Back to Mr. Davidson's example --

 * 100 members are to be elected in 25 districts - 4 member districts.

 * 1000 voters per district - 25,000 total votes in election.

 * Droop Quota is 201 (1000/5 +1) [corrected]

51 Droop Quotas = 51 x 201 = 10,251

Extreme Case-
The 51 Droop Quotas could be in 17 districts --  17 x 603 (3 Droop Quotas) = 
10,251.    Zero votes in the other 8 districts.

10,521 x 100 percent/ 25,000 = 41.004  percent indirect minority rule.

Result- the use of Droop and multi-member districts can result in a more 
sophisticated gerrymander and indirect minority rule.
