Yet another possibility for breaking ties in a net wins table is to simply 
combine the choices with the individual highest net wins/ losses, repeatedly.

Example--

27 ABCD
26 BCDA
25 CDAB
23 DABC
101

75 AB 26    49 AB  -49
50 AC 51    -1 AC    1
27 AD 74   -47 AD   47
76 BC 25    51 BC  -51
53 BD 48     5 BD   -5
78 CD 23    55 CD  -55

A>B>C>D>A
          Net Wins Table
       A     B      C      D     Total
A     --     49    -1     -47      1
B     -49    --    51       5      7
C       1   -51    --      55      5
D      47    -5   -55      --    -13

The 55/-55 are the highest internal extremes. Combining C and D produces-

       A     B      CD      Total
A     --     49    -48        1
B     -49    --     56        7
CD     48   -56     --       -8

The 56/-56 are now the highest extremes. Combining B and CD produces---

        A    BCD   Total
A      --     1      1   A wins
BCD    -1    --     -1

Combining the extremes will cancel out clone type combinations (especially 
100/-100 combinations).

In a more normal type circular tie, I would expect the final result to have 
more separation in the totals.
