A low tech (repeat, low tech) legislative body p.r. election method.
If p.r. is to be used to elect a state legislature (and later for the U.S.
Congress, then it may be necessary to initially use a very simple p.r.
method).
Voter numbering of candidates (1, 2, etc.) with vote transfers may have to
come later.
Districts
(a) The [area] shall be divided into D districts electing a total of R
Representatives at least [280] days before the election.
(b) Each district shall contain [90] to [110] percent of the total voters at
the last election divided by D and, as nearly as possible, be contiguous and
square.
(c) Each elector may vote for 1 candidate.
(d) Before the election starts, each candidate may submit a public rank order
list of the other candidates in any 1 or more districts.
(e) The candidate with the lowest number of votes in all districts shall lose
and shall have his/her votes transferred to the remaining unelected candidate
highest on his/her rank order list (if any).
[(f) Any candidate having more than the total votes divided by R shall be
elected and shall have his/her excess votes transferred to the remaining
unelected candidate highest on his/her rank order list (if any).]
(g) The preceding shall repeat until R candidates remain who shall be elected.
[(h) Each Representative shall have 1 vote in the legislative body and its
committees].
[(i) Each Representative shall have a voting power in the legislative body
and its committees equal to the number of votes that he/she receives.]
(f) and (h) go together. (i) is not used.
(i) language is used if (f) and (h) is not used.
If a legislative body is not too large [circa 50 members ???], then no
districts are needed, of course.
At Large
(a) Each elector may vote for 1 candidate.
(b) Before the election starts, each candidate may submit a rank order list
of the other candidates.
(c) The candidate with the lowest number of votes shall lose and shall have
his/her votes transferred to the remaining unelected candidate highest on
his/her rank order list (if any).
[(d) Any candidate having more than the total votes divided by R shall be
elected and shall have his/her excess votes transferred to the remaining
unelected candidate highest on his/her rank order list (if any).]
(e) The preceding shall repeat until R candidates remain who shall be elected.
[(f) Each Representative shall have 1 vote in the legislative body and its
committees].
[(g) Each Representative shall have a voting power in the legislative body
and its committees equal to the number of votes that he/she receives.]
(d) and (f) go together. (g) is not used.
(g) is used if (d) and (f) is not used.
The Hare Quota (Total votes/Total Seats) is used to avoid the last wasted
votes quota resulting if the Droop Quota is used.
