Attainability, 1st Choice Criterion

I agree with David's statement that the 1st Choice Criterion
is difficult to attain (in the strong form).

In fact I doubt that any 1-balloting method can strictly
meet it. But VA, in the absence of impossibly well-informed
and sophisticated offensive strategy, won't violate that
criterion. That's why I say VA meets it for all practical
purposes.
