    So a minority can elect, instead of none, one representative.  YEAH

    BIG DEAL.

    So the 49% minority of a district, instead of having nothing, now has 1 of
the three seats in a cumulative district.

    Big deal.  And the same vote-splitting contradiction occurs, where too many
minority candidates spoil the bunch.
