Thus, the U.S. continues as from 1789 to have a government of the minority
rule gerrymander, by the minority rule gerrymander and for the minority rule
gerrymander in the so-called "peoples' house" of the U.S. Congress (modifying
A. Lincoln and his 1863 Gettysburg Address to indicate political reality).

The U.S. Senate semi-permanent gerrymander is much worse- see later posting.
