Even when worded in terms of preventing successful offensive
strategy rather than protecting the CW's win, strong 1st Choice
is probably unattainable for any 1-balloting method. At least
for Condorcet(EM). I don't know about Schulze.
But Condorcet(EM) meets it unless impossibly well-informed
offensive strategy is used in a many-candidate election.
So that method _for all practical_ purposes meets that
criterion. That can't be said of Margins or IRO.
