Majority based on Eligible Voters???

In common law countries, the courts generally declare that a majority of the
voters voting on a question determine the issue (approve or disapprove it) (in
the absence of specific language requiring some other majority, such as a
majority of the registered electors).

Many "eligible" voters do not vote because they are functionally illiterate
and so avoid having anything to do with government forms- such as trying to
read voting instructions.
