Is Mr. Saari suggesting that head to head NOT be used in a single winner
election ?

Is Mr. Saari suggesting that if 1 voter votes 100 for choice A and 2 voters
vote 49 for choice B that choice A should outrank choice B ?

I have many times suggested having a YES (i.e. in the 0 to 100 range) /NO (in
the 0 to -100 range) vote on each choice for a single winner election with
only the YES majority choices going head to head.

I suggest that adding *absolute* percentage values (+100 to -100) would only
have a temporary effect in  deflating the egos of the elected choices.   Each
current winner automatically thinks he/she is getting +100 support from each
voter (when in reality the support is most likely in the 40- 70 range).
