History provides a guide to publicizing reforms in election methods.
Methods of Apportionment in Congress by Edward v. Huntington (76th Congress,
3rd Session, Senate Document No. 304 in Congressional Serial Set Vol. 10469)
(1940) contained the math of various methods to apportion U.S. Representative
seats among the States.  The Document lead to the current use of the method of
equal proportions to apportion such seats.
Something similar would have to be done for reform election methods
(proportional representation in legislative bodies, single or multiple
executive and judicial winners in one step elections).
