A real world multiple choice election---

SAN JUAN, Puerto Rico (AP) - Puerto Rico's House of Representatives on
Wednesday agreed to a local referendum to decide whether the Caribbean island
should become the 51st U.S. state or keep its ``commonwealth'' status. 

The bill, passed by a 35-16 vote, goes to Puerto Rico's Senate on Thursday. If
approved there - as seems assured - it would be signed into law by pro-
statehood Gov. Pedro Rossello on Friday. 

According to the plan, Puerto Ricans on Dec. 13 will choose one of four
options: statehood; independence; independence with a vaguely defined ``free
association'' with the United States; or a continuation of their unusual
commonwealth arrangement.

I unfortunately assume that plurality will determine the result.   Time for an
emergency email to the folks in P.R. regarding single winner reform methods
????
