The Full Representation Method - Fractional Hare

Donald: I feel we should use a method that can be used for both multi and
single seat elections. So that when an election reform is installed
somewhere it is installed for all races on the ballot. It takes a very big
effort to get a change of election methods. I say that if an effort is
successful then it should be for the entire ballot - we should want it all.

     I had been favoring the term Preference Voting because it seems to
have greater name recognition in this country. I have been using the term
Preference Run-off for single seat elections because it is a part of
Preference Voting. But I would prefer that we used one term for all
election races.

     I am now thinking that I will steal the term Full Representation and
use it as a new name for the method known as Fractional Hare. What I do not
like about Preference Voting and STV is that the design features are open
to Droop Quota and Random Transfer - two features that add a flaw.

     Fractional Hare is the best method and with a new name like Full
Representation it could be a winner.
