Better rules for EM

Any supermajority amount by definition permits a minority veto.  There are
supermajority requirements in the U.S. and various State constitutions due to
the  distrust of legislator- politicians (and the possibility that the
framers of such constitutions were aware of the indirect minority rule
effects of gerrymanders-- which in the U.S. goes back at least to the early
1700's). 
       Folks might want to take a look at Chapter VIII (Sec. 95 et seq) of
The Second Treatise of Government by John Locke (1690) regarding simple
majority rule in the formation of societies.
    There is, of course, the problem in all public governments of having
equal laws equally enforced (which is one of the fundamental things that may
well result from having indirect majority rule p.r. election systems- thus
getting rid of facially unequal laws unequally enforced).
   Since the EM list is a voluntary group, I must object to any supermajority
requirement for anything it does.
  Thus, there should be a majority FAQ with probably many minority FAQ.
