censorship vs. responsibility (was Re: Truncation Resistance #2

I second & vote for the proposal to add the language that Steve
suggested to the EM welcome message, regarding method standards.

Without a pre-existing rule to that effect, is consensus
needed, or does our older custom still apply, where a proposal
is considered to pass if it's seconded & unopposed (or, if
opposed, gets more "yes" votes than "no" votes)?
