It's a rare message, if any, which is within the scope of both
elections-reform (ER) and election-methods-list (EM), since the two
lists have complementary (i.e., non-overlapping) scope.  Please pick
the most appropriate list for messages.  

I believe the EM list is the right choice for the description of a
new voting method.
