the No Spoiling criterion

As I said months ago, single winner elections for executive and judicial
offices must be nonpartisan to avoid the repeat of the degenerate situation
of the Roman Republic (in which the Roman Senate became so anti-democratic
such that control of the government became a matter of personalities with
various civil wars [Marius vs. Sulla, Julius Caesar v. Pompey, Octavian
(Augustus Caesar) vs. Antony]  until A.C. destroyed the republic and created
the Roman Empire).

I say again that for executive and judicial elections that there should be a
separate vote whether or not any 1 or more candidates can get a majority of
yes votes in a yes/no vote on each candidate with Condorcet being used if the
number of majority yes candidates is more than the number to be elected.
