There is a difference between a uniform act and a compact.  A compact is a 
binding agreement between 2 or more states so that one state could force 
another state to conform its behavior to the agreement.

On the other hand, a uniform act simply binds one state to follow its own law 
-- even if the uniform law relates to how it will treat the actions of 
another state.  

If the proposed Electoral College reform were structured so that it was a 
uniform law, not a compact, I think it would withstand constitutional 
scrutiny.
