The example is the standard case of different initial conditions can produce
different results. 

There is an obvious differance between knowing zero election results and
partial election results.

Thus, the answer is: the 99 voters should keep their votes secret if they do
not want the election results to be manipulated. 

By definition any election system can be manipulated if the remaining voters
can change the partial results (as occurs currently when the electronic media
does exit polling on election day and broadcasts such partial results before
the polls close).
