Clarification-1 of Brief Descriptions of Voting Methods

Let b(i,k) be the number of voters who rank candidate i uniquely in kth place 
plus 1/m of the number of voters who rank exactly m-1 other candidate(s) as 
being tied with candidate i strictly behind exactly k-h other candidates for 
some h from 1 through m.  Let n be the total number of candidates.  Then Borda 
is also equivalent to selecting the candidate(s) with the maximum sum over k of 
(n-k)b(i,k).

with:

Let n be the total number of candidates.  Let v(i,k,h,m) be the number of voters 
who rank candidate i as being tied with exactly m-1 other candidates and being 
strictly behind exactly k-h other candidates, for all integral h from 1 through 
m, all integral m from 1 through n, and all integral k from 1 through n.  Let 
b(i,k) be the sum from m=1 through m=n of 1/m times the sum from h=1 through h=m 
of v(i,k,h,m).  Note that a reasonable definition of Borda's method (with ties 
being allowed on voter's ballots) is that Borda selects the candidate(s) with 
the maximum sum over k of (n-k)b(i,k).
