Supermajority pairwise methods?

I agree that supermajority requirements privilege the status quo.  
I wouldn't want such a requirement to be placed on most decisions.
But there are situations where supermajority may be desirable:
  1) to repeal rights
  2) to amend the mature parts of a constitution
