Ask me direct for copies of a legal annotation from 1937 and its 1939
supplement of court cases regarding proportional representation and rank
voting (1, 2, 3, etc.).   The Anno is in 2 parts (45K total).   The Anno is
of vital importance because it shows how very similar language in different
state constitutions produces directly opposite results in different courts.
  The general result is that any election reform language must be rather
simple-- otherwise the courts will mangle the language and create all sorts
of statutory loopholes for manipulation by state legislatures.
