SW Report: a separate message for the definitions?

I think it would be sensible to split the section of the report
containing the definitions of the voting methods into a separate
message when we post the report to the ER list.  The contents of the
definition message will probably be useful longer than the data of
our little EM vote, and it will be easier for people to find it if
it has a Subject line like "Definitions of Single-winner Voting
Methods."

Mike O. has suggested including only definitions of the methods
which had more than one EM advocate, plus some of the Instant Runoff
variants.  That has some merit, but I prefer to err on the side of
completeness.  And I anticipate that when we later post our commentary 
to ER we'll want to mention our views on methods we don't advocate--
a comparative analysis that can draw upon the rest of the 
definitions.
