Here's an example (two winner) that's even more to the point of the difference
between STV and PAV:

 1 A(`100)
49 A>B(99)=D(99)>>C(0)
49 C>B(99)=D(99)>>A(0)
 1 C(100)

I think that STV would elect A and C, while Range PAV would elect B and D.
