Participation is very hard to meet; I know of only FPP, Approval or CR,
Borda, and Woodall's DAC and DSC methods which satisfy it. These methods all
do nothing more than add up "points."

In IRV, adding votes can unpredictably affect the elimination order, in
such a way that those voters prefer the result they would have gotten if
they hadn't voted.
