The phrase "beginning with the most approved one" is the source of your 
confusion.

Actually the order doesn't matter here, except there should be some order.

The point is to find out if the candidate is beten by anybody with more 
approval.

If not, then this candidate is a member of P, and has been chosen by 
random voter.
