That's different from my definitions of AERLO and ATLO. Here they are:
AERLO for pairwise-count methods:
The voter may specify a line in his/her ranking, to indicate that if no
candidate above the line wins, and if there's a circular tie that includes
above-line and below-line candidates, then that voter wants to promote all
of his/her above-line candidates to first place, and hold another count.

For non-pairwise-count methods, delete the requirement about the cycle. In
other words, if the method is not a pairwise-count method, then the
following is the definition of AERLO:
AERLO for non-pairwise-count methods:
The voter may specify a line in his/her ranking, to indicate that if no
candidate above the line wins, then that voter wants to promote all of
his/her above-line candidates to first place, and hold another count.

ATLO:
Same as AERLO except that, instead of promoting his/her above-line
candidates to first place, the voter instead wants to drop his/her below
line candidates from his/her ranking.

ATLO would be useful with pairwise-count methods, but, with some
non-pairwise-count methods, would have no effect.
ATLO would be especially useful for avoiding, with Condorcet, the
co-operation/defection dilemma that you described. And ATLO would allow a
voter to use the defensive truncation deterrent against offensive
order-reversal while still voting a complete ranking that expresses all of
his/her preferences.
