Borda is commonly used by Finnish parties to elect the candidates for 
the party lists. It's apparently thought to be a PR method.

In Sweden it is used for the election of the electors of the Swedish 
Research Councils, which are responsible for allocating money for 
research. Most of the councillors are elected by the researchers of 
the country every three years.
