It depends what "fair" means to you.
For me, a fair electoral system gives every person responsible enough
an equal voting weight.
A fair taxing policy should be the tool to correct an unfair
wealth distribution... if you think there is one.
If you want to go down that road, taxing wealth instead of
income seems a more appropriate campaign.
I am not a judge but I know how to minimize an injustice when
I listen to two diverging point of view.
I am sure my parents would say they worked all their live and they
should
fully have the right to give their possessions to their children.
However I can
understand a poor african or american child saying it is not fair his
family
have hardly what is needed to eat when Celine Dion's or Robert de Niro's
descendants would have just made the same efforts as him: being born.
If you cut the apple in two, it would appear logical to tax people of
50%
of their wealth when they die (and not to tax them when they live).
Taking in account human nature, you would be better taxing them 3%
every year on their total wealth so both big inheritors and people
working
all their life would end up at this 50% goal after a normal life
expectancy...
There is already enough poor people voting to get a left-wing party in
California.
So no, I would not support your idea, even if I sympatize with your
goals.
