Joe, I haven't had time to completely digest your three postings on
monotony and consistency, but it looks pretty thorough and carefully
thought out, and general enough to take care of all of the methods that
can be coded as CR ballots, constrained or not, which includes all of the
standard methods and most if not all others that we would seriously
consider.
