[EM] Place Votes Table- Half Eliminations

If there is no time to do head to head math, then one quick method is to 
repeatedly eliminate a half (even) or near half (odd) of the choices in a 
place votes table and shift the place votes up to replace the losers.

Examples- 

4 choices

The 2 choices with the most votes in 3rd and 4th place lose.
After moving the votes, the highest wins.

5 choices-

The 2 choices with the most votes in 4th and 5th place lose.
After moving the votes, the choice with the most votes in 3rd place loses.
After moving the votes, the highest wins.

Clones shift votes to the right in a place votes table.  If the original is 
in the middle or right (odd) or in the right half (even), then any clone of 
the original will likely be eliminated.

As usual, YES/NO votes should be done on each choice if time/ equipment 
allows.
