[EM] Reverse Sums Tiebreaker

Another tiebreaker if there is no (or not enough) Condorcet Winner(s) who get 
YES Droop Quotas in a YES/NO vote.

Sum the place votes in reverse for each choice to get the highest reverse 
Droop Quota and drop such choice.  For legislative bodies the reverse Droop 
Quota would be total votes minus the Droop Quota for a seat.

I note again--

Desired > Compromise > Undesired

Since minority desired choices should not win, the minority voters should be 
encouraged to vote a compromise choice (a perceived lesser evil) ahead of 
their perceived greater evil(s).

Move up the votes for dropped choices on the ballots involved.

If clones are deemed (by definition) to happen only AFTER the original, then 
the votes for them would be counted first (earliest) in reverse.

Note that only 1 or 2 changed votes would change the results (as might be 
expected).

I have mentioned earlier that the most YES votes might be a more accurate 
tiebreaker (since ANY of the ranked place votes are not necessarily YES votes 
--- some or all of the voters may not *absolutely* like ANY of the choices 
but are making relative choices only).
