[EM] IRV is 5/3, not 4/3

EM list--

I noticed that I'd overlooked something, and that the table
entry for IRV should have been 5/3, rather than 4/3.

In regards to this test, Approval is better than IRV twice as
often as not.

IRV is better than Plurality twice as often as not.

IRV is halfway between Plurality & Approval in this regard.
