Supermajority

Just getting 2/3 (i.e. 2:1) majorities to propose U.S. or State constitutional
amendments has proven difficult enough.  

Most major reform amendments have come about only due to some major crisis.
Such as - the 12th Amdt after the chaos of the 1800 election, the 13th, 14th
and 15th Amdts due to the Civil War (with Republican Party supermajorities),
the 19th Amdt after World War I, the 26th Amdt during the Vietnam War.

Requiring regular supermajorities for ordinary legislation is political
suicide.  What would have happened in 1861, 1917-1918 or1940-1941 if
supermajorities had been required ? Very simple- the end of the U.S. in 1861
and possible conquest of the remaining parts of the U.S. (and the world) by
wartime enemies in the two World Wars.  All in favor of such results say aye.
I say NO thanks.
