The only vote that really counts in this system is therefore the Party List
vote.
This is a good thing of course, because the number of seats for a party is
proportional to the number of the votes. Somehow you make it sound like a
bad thing. The consituency candidates have a close connection with a
locality which is not necessarily the case with party lists.
