The proposed language is definitely different but highly defective. There is
no need for a primary. The proposed language keeps plurality in the general
election which makes the proposal almost worthless.
Oregon is the only state with a weak proportional representation section in
its state constitution. It is unfortunate to put it mildly that the election
reform folk did not work on the p.r. section to make it useful.
The authors of the Initiative should be on the EM list so that their major
errors could be corrected.
