Popular vote percentages: Clinton- 43.0, Bush- 37.4, Others- 19.5
Only 44.4 percent of the popular vote was effective in choosing electors.
Clinton got 275 Electoral Votes in 28 States and D.C.
with 22.6 percent of the popular vote. All elections for President have had
similar indirect minority rule percentages.
I believe that in Maine and Nebraska 1 Elector is
elected in each U.S. Representative district and 2 at large.
