The 26 lowest States elect 52 Senators (52 percent of total Senators). If a
candidate barely wins a majority in each State, then around 9.14 percent of
the voters can elect such 52 percent of the Senators.
The 41 lowest States (having 82 percent of the Senators) had 50.56 percent of
the total votes for President in the 50 States.
The reverse- the 11 highest States (with 22 percent of the Senators had 52.19
percent of the total votes for President in the 50 States)
Note-D.C. had 177,823 votes for President
It is only a matter of historical accident that such 26 lowest, 41 lowest or
11 highest States are not contiguous.
