another co-partisan criterion

I call this criterion "The Candidate-Numbers-Are-Everything Criterion"
(CNAE).
CNAE:
Definition: A method is"completely & reliably manipulable by
candidate numbers" if, whenever 3 or more co-partisan sets are in a
circular tie, it can be shown that, for any 1 of those co-partisan sets,
S, adding sufficiently many candidates to 1 or more of the co-partisan
sets can't fail to cause the winner to come from S.
A method meets CNAE iff it isn't completely & reliably manipulable
by candidate numbers.
