That's true: A single combined message containing individual & 
consensus reports would be much more orderly than sporadic individual
reports in separate messages, and would have organizational validity.

It seems to me that there are likely to be things about which we
have a consensus, but I don't know if it would be appropriate to
say them till after the voting.
